Sure, you could build an elaborate system of fans and blowers to wear under your dress to get the volume you want. It would make your dress billow out as you strut your stuff. But, that sounds heavy and uncomfortable, and would require a whole crew of people to assist you in getting the right look at the right time. In general, it's far too complicated of a solution for a relatively simple issue. You could also stuff towels and blankets under your skirt to give it some poofy-ness, but skirts don't really work that way, unless you want to hold it all together the entire time.
